When you have a character in mind you can begin in 2 ways.
1. Build your model in Maya first (low "polyed" of coarse)
2. Or if your good enough just start building it in Zbrush or Mudbox.
Once you have your finished mesh - like this here - you can but textures on it my taking the UV MAP, bring it into PH, then mess with it there how ever you want.
Once your done texturing the UV MAP you bring it back in Mudbox or Zbrush (which ever your using) and slap it on your mesh, I'm I right? I want to review what I've learned.
